INCIDENT & INVESTIGATION: -
In response to a surge in street crimes, including mobile snatchings and vehicle thefts in East District, under the close supervision of Insp. Jitendra Malik, I/C Special Staff, and overall guidance of ACP/Operations, following the direction of DCP/East, Sh. Abhishek Dhaniya. a dedicated team was constituted, comprising SI Anil, HC Vinit, HC Vishal, HC Sanoj, HC Shalender, HC Vichtre, HC Himanshu, Ct. Rajeev, and Ct. Rahul. The team was tasked with closely monitoring such incidents and apprehending the perpetrators. Accordingly, intensified patrolling was initiated across the East District.
During intensified patrolling in the East District area, the team noticed two suspects riding a Hero Splendor motorcycle at high speed. Acting swiftly, HC Vineet and HC Himanshu initiated a chase, while HC Sanoj and HC Vishal moved to intercept from a parallel route. On spotting the police, the suspects attempted a U-turn but lost control of the bike and were apprehended on the spot. The accused were identified as: Vikas, R/o Trilokpuri, Delhi, and Gulshan @ Golu, R/o Trilokpuri, Delhi. Upon search, 10 high-end multimedia mobile phones and 1 HP laptop were recovered from their possession. During sustained interrogation and verification, the following facts emerged:
• 03 mobile phones and the HP laptop were linked to FIRs registered at PS Kalyan Puri.
• 01 mobile phone was connected to a case at PS Mayur Vihar.
• 05 phones were traced to snatching incidents in Noida, Uttar Pradesh over the past three days. Victims have been identified and advised to file FIRs at their respective police stations.
• 01 mobile phone is yet to be linked to any registered complaint.
Additionally, 03 stolen two-wheelers — 02 Hero Splendor motorcycles and 01 Scooty — were recovered. These had been recently stolen from the areas of PS Preet Vihar, PS Seemapuri, and PS Budh Vihar. The recoveries and further action were documented vide DD No. 33A u/s 35.1(E) BNSS dated 17.07.2025 at PS Kalyan Puri.
During interrogation, it was revealed that accused Gulshan @ Golu, who was released from jail on 13.06.2025, is an active Bad Character (BC) of PS Kalyan Puri, Delhi. Following his release, he reconnected with co-accused Vikas, and together they resumed criminal activities. The duo carried out a series of snatching incidents using stolen motorcycles across East District and adjoining areas during July 2025. Their modus operandi involved committing snatchings on stolen two-wheelers, which they would then hide deep within the narrow lanes of Trilokpuri and surrounding localities to evade detection. To avoid identification and apprehension, they frequently switched to another stolen vehicle after each crime. Further investigation into the case is currently underway.
PROFILE OF ACCUSED PERSONS: -
? Vikas (32 yrs.), R/o Trilokpuri, Delhi. He is tea seller and studied up to 5th class.
He has been involved in 12 previous criminal cases.

? Gulshan @ Golu (28 yrs.) R/o Trilokpuri, Delhi. He is 7th pass and works as sweeper.
He has been involved in 24 previous criminal cases.

MOTIVE OF THE ACCUSED: -

Gulshan, after his release from jail, was unwilling to reform and chose to reconnect with Vikas. Both being habitual offenders, found snatching and vehicle theft to be low-risk, high-return criminal activities. They targeted mobile phones and laptops, which could be easily sold in grey markets for immediate cash.
