An operative of Kapil Sangwan @ Nandu gang arrested from Narela, Delhi.

On 30.06.2025, team of Special Cell/Northern Range, led by Inspr. Anuj Nautiyal and Inspr. Chandan Kumar under the supervision of Sh. Rahul Kumar Singh, ACP, Spl. Cell/NR has arrested Sami Khan @ Sunny S/o Imtiyaz Khan R/o Phagwada, Punjab age 18 ½ Yrs., an operative of Kapil Sangwan @ Nandu gang.

INFORMATION AND OPERATION

To check the rise of crime syndicates in Delhi/NCR, Special Cell, Delhi Police keeps working on solving the cases, especially having involvements of crime syndicates in extortion/firing incidents and gang war. In one such incident, on 02.06.2025 an incident of firing on a hotelier near Sukhi Nadi, Khadkhadi, Haridwar was reported at PS Kotwali, Haridwar. It was found to be a handiwork of gangster Kapil Sangwan @ Nandu, who had sent his shooters to eliminate one Arun @ Sukha R/o Sampla, Rohtak, for being close relative of a key member of rival Manjit Mahal gang. Kapil Sangwan @ Nandu and Manjit Mahal have long history of gang rivalry in Delhi. In December 2016, Manjit Mahal murdered Sunil @ Doctor, brother-in-law of Kapil Sangwan @ Nandu, sparking a violent rivalry between the gangs. The conflict claimed over a dozen lives between the two gangs in Najafgarh and surrounding areas of Delhi/NCR. Presently, Manjit Mahal is in Delhi jail, whereas Kapil Sangwan @ Nandu is operating from abroad.

After discovering the link of the incident with Delhi based gang war, the dedicated team of Spl. Cell started working on it. Sources were deployed in Outer Delhi, Haryana & Uttrakhand, which revealed that a Punjab based module was used by Nandu to eliminate the target in Haryana & Delhi. However, after spotting presence of the target at Haridwar, Nandu redirected shooters to reach Haridwar to neutralize the target.

The dedicated team deployed round the clock sources on ground and finally on 30.06.25 succeeded to identity & arrest Sami Khan @ Sunny, a member of the Punjab based module from Narela, Delhi. During interrogation, Sami Khan @ Sunny revealed to have come in contact with gangster Kapil Sangwan @ Nandu through his friend Himanshu R/o Phagwada, Punjab. Sami Khan and Himanshu had a longstanding enmity with a local criminal from Phagwara. In an effort to settle their score, they approached the dreaded gangster Kapil Sangwan @ Nandu for assistance. Kapil Sangwan @ Nandu assured them of his support, but on the condition that they first eliminate a relative of a member of the rival Manjit Mahal gang. Driven by a desire for revenge, Sami Khan and Himanshu agreed to the condition and allied themselves with Kapil Sangwan @ Nandu. To execute the task, Himanshu roped in three more youngsters from Punjab. On 02.06.25, they all reached Haridwar and spotted the target in a Hotel near Kharkhari. During the day time, the assailants followed Arun @ Sukha and at around 5:30 p.m. attacked him with firearms. Arun @ Sukha sustained bullet injuries and was rushed to hospital, where doctors were able to save his life. After the incident, all the attackers fled back to Punjab. During the operation, Himanshu & Sami remained in constant touch with abroad based handlers. After the incident, Sami fled to Nepal and returned 2 days prior to arrest to take next assignment of the gang. Haridwar police has been informed accordingly.

PROFILE OF ACCUSED

Accused Sami Khan @ Sunny was born in Birganj, Nepal, where his father owned a denting-painting workshop. In 2015, following an earthquake that caused significant losses, the family relocated to Phagwara, Punjab. There, his father took up work at a workshop in Jalandhar. Sami Khan completed his Class 10 education at a government school in Phagwara. During his school years, he became fascinated by gangsters, which led to a decline in his interest in studies. He began engaging in petty fights and, in an attempt to assert dominance in the locality, established connections with Himanshu, a known criminal with multiple cases registered against him. To settle his score with a local criminal from Phagwara, Sami Khan joined Kapil Sangwan @ Nandu gang.
